We let you know where the project is, how it got there, and where it is going by establishing a uniform code of accounts, evaluating and correcting budgets and estimates, and producing appropriate reports. Tools we use to help manage cost include independent estimates, value engineering, and life cycle cost analyses.

schedule.
At the outset, we establish a plan to identify and assign responsibility for oversight activities and to monitor, report and prevent conditions that may affect quality. We help clients assess cost and scheduling factors, administer design consultant contracts and develop bid documents. During construction, TEO incorporates procedures for inspection, requests for information, submittals and change orders.
Claims Management
TEO understands that for owners of large, complex construction projects and programs, especially in the public sector, controlling claims has become a crucial concern. We are often hired for claims evaluation and resolution purposes. This experience has led us to adopt approaches to avoid or mitigate claims at the earliest possible stages. Before construction, TEO can help select the most appropriate contract strategy for accomplishing the work. We also head off problems resulting from improper sequencing of phased contracts through careful document review and scheduling.
